More seriously, said to be declared in favor of privatization of the pre-salt! The candidate (or whoever the advisor) delirious, perhaps motivated by ghosts loom which saw a privatization at every turn.
The recent statements on the subject (and which are duly recorded in audio and video) were given at a seminar held by the magazine EXAMINATION, in Rio de Janeiro, for about a week.
As an exhibitor, advocated maintaining the current system of concessions also for future bids, whether in the pre-salt, or elsewhere. The pre-salt areas, contains, as might be expected, oil and gas, they exist in areas outside the pre-salt.
The sharing model proposed, in my opinion, is damaging to the interests of the country, for various reasons that do not fit to explain in detail at this time. The worst of them refers to the creation of a state to buy and sell oil. Furthermore, the proposal is harmful to Petrobras, which, like it or not, will be required to attend all the pre-salt fields, be it in their interest, or not.
Finally, one must always remember that the successful concession model was deployed from the Petroleum Law, since 1999. During the Cardoso government were conducted four auctions under this regime (one of which was tendered areas of the pre-salt). In the PT government were 6. That is, if this is a privatization model was applied successfully and permanently by the government which was part of the candidate Dilma, including acting as Minister of Mines and Energy.
Finally, this episode reminds me of a passage from the introduction of the "Crime of Father Amaro" by Jane Austen, where for a similar situation, the author stated that it was "cynical bad faith or corneal dullness." In this case, assume that this is both.
