The most important rule that the law requires is that the plates which exonerated of responsibility establishments are prohibited. "It was common to the parking lot and go read that 'they are not responsible for items left inside the vehicle', this practice intimidate the consumer," says Mr Smith.
The standard proposes that all parking should send proof of delivery of the vehicle containing, among other information, the fare, the identification of the model and number plate, the grace period, the opening hours of the establishment, the name and address of the company responsible for the service, the registration number and the CNPJ day and time of receipt and delivery of the vehicle.
Although the CDC ( click here ) has become an important tool against abuses committed by such institutions, their rules are general, broad, which ends up raising questions in much of the population. Thus, state law is fundamental, because it creates a direct and specific standard based on the general precepts of the CDC in order to facilitate understanding by all.

Law No. 13872 of 15 DECEMBER 2009
(Bill No. 241/08 by Mr Andrew Smith - DEM)
Provides for standards of protection and safety of consumers in public and private parking.
The DEPUTY GOVERNOR, FOR USE IN CHARGE OF THE GOVERNOR OF THE STATE OF SÃO PAULO:
I know that the Legislative Assembly decrees and I promulgate the following law:
Article 1 - The public car parks, and private service providers handling and storage of vehicles in general, in São Paulo State, shall, to greet the vehicle to the consumer:
I - send proof of delivery of the vehicle containing, among others:
a) the fare;
b) identification of the model and number plate;
c) the period of grace;
d) the opening hours of the establishment;
e) the name and address of company responsible for the service;
f) the registration number on the National Register of Legal Entities - CNPJ;
g) the date and time of receipt and delivery of the vehicle;
II - vetoed;
III - provide payment and receipt of invoice;
IV - to keep their clocks control input and output visible to the consumer.
Article 2 - It is forbidden to establishments described in the "caput" of Article 1 setting signposts to exempt or reduce any liability in relation to such vehicle or to objects that are part of it or were left inside.
Article 3 - vetoed.
Article 4 - Ulterior regulatory provision of this law will define the technical details of its execution.
Article 5 - Expenditure resulting from implementation of this law shall run on account of their own budget allocations.
Article 6 - This Act shall enter into force within 90 (ninety) days of its publication.
